Call for a short-term expert in Security and Maritime Analysis

The selected specialist will be part of a team of experts conducting a regional threat assessment exercise, covering the Western Indian Ocean and various countries in East and Southern Africa. The expert will be responsible for providing detailed input into a threat assessment report, looking at the situation in the mentioned regions.

The expert will, in conjunction with the Project Team, identify gaps and needs for specific activities that can be carried out in terms of future programming of projects. The expert will provide expert advice regarding possible nexus points, where organized crime networks are vulnerable, and where interventions by international donors would have significant cross-cutting impact. The work will involve a desk-based review of current ongoing and former projects, as well as possible field visits to designated countries within the geographical scope of the Project (Heroin routes).Using the information collected and analysed, the final threat assessment report will give a holistic overview of the security situation in the region, referencing the underlying quantitative and qualitative data, and where field visits are undertaken. Separate country-focused reports will be produced and included in the main report as annexes. It will also include actual threats encountered which impact on the European Union. In addition, the nexus where the organised crime can be tackledor disrupted will be identified and described, followed by a list of recommendations for future activities in the region, including tactical options.

Duration of the assignment: 8 months, from October 2020.

Location of work: The expert will perform their work at home (desk review of materials) and may be required to travelduring part of time to some of the countries in the regions covered by this Threat Assessment, subject to restrictions caused by COVID-19.

NKE 25: Financial Investigations (Law-Enforcement, Prosecutors and Investigative Judges)

The Expert(s) may be requested to assess skills and processes in order to identify barriers/opportunities for the Project to work on; to design tailored training and deliver associated presentations, conducting practical exercises and training, hosting seminars and conducting relevant mentoring to enhance financial investigation skills in the area of drugs and organized crime. The Expert(s) will introduce and promote modern methods and techniques for efficient financial investigations that respect the rule of law and human rights.

It is expected that, as a result of these activities, the abilities and skills of beneficiaries in one or more of the following areas will be established or enhanced:

  • Systematic financial investigations on each relevant drug trafficking case;
  • Efficient working relations between Financial Intelligence Units and Law Enforcement investigators (including prosecutors); 
  • Role and responsibilities of the financial investigation officer;
  • Process for gathering and handling evidence in the context of a financial investigation;
  • Techniques for an efficient identification of criminal proceedings and recovery of criminal assets.

At any stage of the implementation of these activities, the experts will, in conjunction with the Project Team, identify specific activities that can be carried out in order to further develop the skills and the preparation of investigators and prosecutors to face more complex financial investigations of drug-related organized crime.

Location of work: the Expert(s) will perform their work at home (preparation when necessary) and/or in some of the countries in the regions of South and Central Asia, Eastern Europe, South Caucasus, and East Africa.

Duration of the assignment: the time to be employed varies according to the specific needs of the mission. It is expected that assignments will last from 5-20 working days, not including preparation time. The Expert(s) may be required to travel during part or the whole time to some/several of the mentioned regions.

NKE 27 mHealth Expert

The mHealth specialist will work with the Project NEPTUNE team to develop a smartphone based application, designed to fulfil the following functions:

  • To act as a platform for dissemination of clinical guidance on the treatment of NPS and other psychotropic substances, including via online teaching and video modules;
  • To collect data on time, date and location of the user accessing the application;
  • Where agreed, to collect user personal details, including role and position (exact criteria to be defined in agreement with the NEPTUNE team;
  • To collect data on the side effects of a medicine, vaccine, herbal or homeopathic remedy;
  • To collect data on defective, counterfeit or fake medicines;
  • To collect data on counterfeit or fake medical devices;
  • To report suspected harm with an illicit substance;
  • To collect de-personalised data concerning users of drugs users;
  • To support the functions of national drug observation / research centres;

The work will be divided into 3 separate stages.

Location of work: Home based and in the UK, Tanzania, Ethiopia, Austria, Switzerland and possibly other priority Project countries.

Duration of the assignment: a maximum of 140 working days during 2019.

NKE 02 Drug Demand Reduction (DDR) Specialist

The DDR specialist will be part of a pool of experts conducting assessments in designated countries, and/or other related activities, in order to help prepare a detailed needs assessment of host relevant agencies. The assessment will aim to understand the ability of the relevant agencies of the host countries to establish policies and define strategies, support research and implement measures based on scientific evidence, including prevention, education, treatment, harm reduction and related support services, rehabilitation, and social reintegration.

The expert will make a home-based preliminary preparation; internet research and study the documents provided by the project, in order to prepare a questionnaire in advance. The expert will conduct semi-structured interviews and research with the potential beneficiary agencies, as appropriate and planned by the Project, resulting in a detailed report regarding the existing capabilities, and identifying a prioritized list of needs and its rational, which will form the basis of the Project’s future planning of activities.

In conjunction with the Project Team, the Expert will identify specific activities that can be carried out in order to support the host country to meet the prioritized list of needs previously identified.

Location of work:

Home-based and/or some of the countries in the regions of South and Central Asia, Eastern Europe, South Caucasus, and East Africa.

Estimated Starting Date: From February 2019 on, depending on Project needs.

The Expert(s) is expected to draft Clinical protocol on prevention, diagnosis and treatment of combined consummation of New Psychotropic Substances together with 3-4 local doctors/specialists appointed by the Republican Narcological Center of the Kyrgyz Republic.This task will be conducted in close cooperation with the Republican Narcological Center ofthe Kyrgyz Republic.

Location of work: the expert(s) will perform their work at home (preparation when necessary)and/or in some of the countries in the regions of South and Central Asia, Eastern Europe, South Caucasus, and East Africa.The first mission will take place in Kyrgyzstan.
