Workshop on EU legislation and on profiling synthetic narcotic drugs and other methods in the field of combating drug trafficking, Kiev

 

EU-ACT Project Ukraine, at the request of the EU Delegation in Ukraine, organise a mixed format workshop on EU legislation and on profiling synthetic narcotic drugs and other methods in the field of combating drug trafficking, from 8th to 9th of September 2020 in Kiev, Ukraine.

This mixed format implies that some experts will attend the workshop in person in the Kiev Institute of Scientific Research of Forensic Experts (following all the recommendations of the health authorities) while others will do so remotely, through other professional or personal connections. The experts of the EU-ACT Project, from the General Commission of Scientific Police of the National Police of Spain, will give the seminar online from Madrid. It should be noted that scientists from other forensic institutions in the country invited by the Kyiv Forensic Institute will also participate.

The objective of this seminar is part of the initiatives that the EU-ACT Project in Ukraine maintains with the forensic laboratories of all public institutions in the country that participate in the repression and prevention of drug trafficking and narcotics: the laboratories of the Ministry of Justice, the Ministry of Interior, the Security Service, as well as the laboratories of the Ministry of Health, all of which are part of the Group of Forensic Experts on Narcotic Substances of Ukraine, created at the initiative of the EU-ACT project.

It should be noted that this Working Group has been given a transversal character, due to the impact of these technical expertise in other areas of the fight against drug trafficking, for which officials of the State Prosecutors General's Office are also associate members. , the National Police of Ukraine, the Security Service and the Drug Monitoring Center. The results of this Working Group have already materialized in relevant achievements, among others: legislative changes in the classification of narcotic substances in relation to "New Psychoactive Substances" or the establishment of a methodology for carrying out Inter-laboratory Exercises. In relation to the latter, the methodology of which will also be explained in this seminar, two exercises have already been carried out in which more than 20 laboratories have participated, one in 2019 and the other this year, and a Manual-Guide has also been prepared that only is pending publication. It should be noted that these exercises are necessary so that Ukrainian laboratories can be accredited according to international standards, one of the objectives of the EU-ACT Project.

As a follow-up of this seminar, a visit will be carried-out to the laboratories of the General Commission of Scientific Police in Madrid in which experts from the Kiev Institute of Scientific Research will participate. The dates will be determined based on the evolution of the health situation in both countries.
