Tehran International Meeting on Cooperation against Illicit Drugs and its Illicit Financial Flows


The third meeting of the Black Sea Prosecutors Network (BSPN) took place in Tehran (The Islamic Republic of Iran) from 16th to 17th of April 2019, organised by EU-ACT Project in collaboration with DCHQ IRAN.

Following the second meeting hold in Bucharest last November, in which Iran proposed to host this activity, delegates from 9 countries (Afghanistan, Armenia, Azerbaijan, Bulgaria,  Georgia, Moldova, Romania, Ukraine and Turkey) has gathered to strengthen a common response and enhance the investigations to the increasing flows of illegal drugs, particular heroin and its precursors.

The two days meeting aims to build trust between practitioners from BSPN countries (prosecution offices/law enforcement units) and other relevant countries that could be replicated in others, in order to  help operational cooperation among them in the drug trafficking investigations in the region, promoting direct contact among those involved in the investigation of best practices in some countries that could be replicated in others, and to speed up the informal exchange of information and MLA request, addressing challenges stemming from different legislation, bureaucracies, practices and organizational schemes.

The opening will be addressed by Judicial Deputy Of the Islamic Republic of Iran’s Prosecutor General and EU-ACT team leader, to be followed by a review of BSPN meeting in Odessa on financial investigations by Spanish Senior Prosecutor that will outline the international standards and tools for financial investigations and assets tracing and forfeiture.
