IV Meeting Ukrainian Drug Researchers Working Group


EU-ACT Ukraine has organised the IV Meeting of the Ukrainian Drug Researchers Working Group (WG) from 12th to 14th November in L'viv.

After previous assessment of the situation forensic labs in Ukraine and several workshops with experts, on 27th November 2018 in Kiev in a High-Level meeting chaired by the Deputy Ministry of Justice of Ukraine was established an interagency working group which would deal with issues in forensic field: the Ukrainian Drug Research Working Group. EU-ACT agreed to support the working group meetings (every quarter) until the end of EU-ACT Project and his works.

The members of this WG are Labs from Ministry of Justice, Ministry of Internal Affairs, Security Service of Ukraine, State Fiscal Service, Ministry of Health, State Services on Medicine and Drugs Control ans well as representatives from National Police, Prosecutor General´s Office and Ukrainian Mental Health and Monitoring Centre on Drugs and Alcohol of Ukraine. Three WS took place in 2019: in Kiev (January), Kharkiv (March) and Odessa (July) with relevant achievements in particular in the field of legislation an implementation of the Plan of Actions of the Strategy on Drugs of Ukraine for the period 2013 to 2020.

During this IV WG the main topics discussed has been:

- The situation of the Order of MoH. -This Order is the basis for enlisting new psychoactive substances (NPS) detected in Ukraine as analogues of narcotic drugs, psychoactive substances and precursors (problems and challenges in the first months of enforcement)

- Discussion and drafting of a legal act prepared by MoIA Lab regarding exchange of secondary samples of drugs in order to conduct a collaborative exercise among labs.

- Presentation of the results of the first collaborative exercise among forensic labs in Ukraine with the support of EU NKE´s. This first exercise was conducted with cutting substances and 16 Labs from all the country joint this initiative.

- A presentation by EMMCDA of the European Early Warning System.

V WG will take place in February 2020, and also in 2020 the members of WG will conduct a study visit to Poland where they will exchange experience with representatives from different forensic labs and they will visit their premises and installations.
