15 June 2021 took place the High-Level Meeting of Ukrainian Drug Research WG organized by the EU-ACT Project in Ukraine.
The event counted with the Deputy Ministry of Justice, Mr. Andriy Gaychenko. They also attended Heads and High-Rank officers from the leading Forensic Labs of Ukraine, including regional Labs. The UDR WG presented the achievements of the last two years and a half. The most relevant activity is the completion of 2 Interagency Collaborative Exercises in 2019 and 2020. Currently, they are working on the Exercise of 2021. Jointly with EU-ACT forensic experts, they wrote a Guidance to perform this Exercise type adapted to Ukraine. The WG also participated in the State Drug Strategy Policy Strategy draft for the period up to 2021.
The UDR WG is also working to improve existing regulations. First, to change the approach from an individualized list of psychoactive substances and precursors to group them by similarities of the chemical structure following EU Best practices (Poland and Germany experience). They are also working to change the legislation that will enable the circulation of standard samples and secondary samples to perform Collaborative Exercises, already mentioned, among Forensic Labs and LEA.s.
Finally, with the support of the Ministry of Health, they are supporting the establishment of a National Early Warning System, which could become part of the European Warning System.
