First Workshop of the Ukrainian Drugs Reserach working group


 On 29th and 30th January, 2019 EU-ACT Ukrainian Regional Office organized 1st workshop (WS) of the Ukrainian Drugs Research WG (UDRWG).  

Title, organization, functions and chairing procedure of WG were discussed, while schedule of further meetings for this year was agreed. 2nd WS will take place at the end of March 2019 and will be hosted by Hon. Prof. M.S.Bokarius Kharkiv Research Institute of Forensic Examinations.

Current WS was attended by experts from EU-ACT that will act as WG Secretary. Relevant laboratories experts and representatives of Ministry of Justice (MoJ), Ministry of Internal Affairs, Ministry of Health (MoH), Security Service, State Fiscal Service and State Service on Medicines and Drugs Control (full members), staff from Center of Mental Health and Monitoring of Drugs and Alcohol of MoH, Counter Narcotics Department of National Police of Ukraine and Prosecutor General’s Office (associated members) took part in WS. UNODC Regional Coordinator participated with the status of observer.

There were very intensive discussions and developments in the main topics already agreed in the Roadmap. This Roadmap resulted of previous meetings held last 2018 and was endorsed in the High-Level meeting carried out on 27th November 2018, as a part of the Joint Declaration.

The main areas discussed were as follows:

  • changes in the legal mechanism to include New Psychoactive Substances as controlled ones, and
  • need to improve cooperation and knowledge of Forensic Labs through organization of National Inter-lab Proficiency Exercises.

The outcomes of UDRWG WSs will be forwarded to decision making level in each institution/ministry. WG will also liaise with the Interagency Coordinating Council of Forensic Institutions under MoJ. This Council coordinates all forensic institutions of Ukraine and is responsible of methodology and protocols normalization in all fields of criminal forensic science.

All participants shown a great interest and commitment to participate in the activities planned and several inter-meeting tasks were foreseen.
