Evaluation of the Rehabilitation Program on Drugs for inmates at Boryspil Colony.

 

On March 9th took place the evaluation of the Rehabilitation Program on Drugs for inmates Boryspil Colony. It is a joint activity of Spanish "Instituciones Penitenciarias" of the Ministry of Interior and the State Criminal Executive Service of the MoJ of Ukraine.

On March 9th took place the evaluation of the Rehabilitation Program on Drugs for inmates Boryspil Colony. It is a joint activity of Spanish "Instituciones Penitenciarias" of the Ministry of Interior and the State Criminal Executive Service of the MoJ of Ukraine. This centre was the first prison to implement a Program on Drugs for inmates in Ukraine and, for this reason, was the first to assess. This Project led from the beginning by Spanish psychologists who work in the centre with inmates in the same kind of Program. It needs to be underlined that it is the first Psico-Social Rehabilitation Program implemented in Ukraine. It started in February 2018 by assessing several Colonies' situation, including the Psicquiatric Penitentiary Center in Zaporizhia. After this first activity, we conducted a workshop with experts (psychologists, psychiatric, social workers from prisons) and the experts draft a Manual of the mentioned Program, published in 2019.  There were several trainers and visits to different prisons to support the Ukrainian expert in implementing the Program. It appears a need to perform an adequate evaluation of the evolution of the inmates and the Program's real impact.

For this reason, the EU-ACT experts, with the support or Ukrainian professionals, elaborated a second book: The Evaluation and Management Manual. After the implementation in 7 prisons, we are in the last phase: Evaluating the Program.  As we mentioned, it has a huge impact, and the Ukrainian Authorities are considering it a methodology to implement other rehabilitation Programs (gender violence, sexual offenders, etc.) shortly.

We are also working with the Center of Probation of the MoJ and the Project NORLAU to share this Program with offenders currently in Probation Programs.
