Study visit to CITCO (Madrid) to support the development of a Coordination Centre on Drug-Trafficking Investigations in Ukraine

 

EU-ACT jointly with EUAM has supported a study visit to CITCO (Centre of Intelligence on Terrorism and Organised Crime) focusing on the operational coordination of Drug-Trafficking and Organized Crime Investigations. This visit has taken place the 9, 10 and 11 of April 2019 in the premises of CITCO (Madrid, Spain).

Resulting from the experience of EU-ACT’s Regional Office in Ukraine for more than 2 years, , and after the thematic interviews and meetings held with officers and heads of MoIA (including also officers from NPU, SBGS and Migration Service), SSU, SFS and PGO, and in consultation with EUAM and finally as result of  the elaboration of an assessment about the situation in Ukraine, it was decide to follow this initiative with a Study visit to a EU similar coordination centre.

Finally EU-ACT and EUAM jointly plan to support a study visit to CITCO (Centre of Intelligence on Terrorism and Organised Crime) focusing on the operational coordination of Drug-Trafficking and OC Investigations. This visit took place the 9, 10 and 11 of April 2019 in the premises of CITCO (Madrid, Spain).

Representatives of all these institutions mentioned participated in this visit. Underline that the Deputy General´s Prosecutor attended this meeting, and frothe Spanish side, the Director of CITCO and Head of the Especial Prosecutor Office in Drugs participated in this activity.

CITCO is a good experience in the field of operational and strategic intelligence at national level and with strong relations at international level, in particular in the area of Drug Offer reduction. It started as a Coordination initiative just for Operational Drug investigations in more than 30 years ago. Nowadays, CITCO is an Integral Intelligence Agency with competences not only in the coordination of investigations but in relation providing Strategic Intelligence.

Given the positive experience of the functioning of LEAs of Spain, that have come a long way in finding an effective system for coordinating criminal offenses investigations, the model of cooperation established in Spain is considered an apt and useful model for its implementation in the area of LEAs coordination in Ukraine.
